Honestly, apologies - if they mean anything, should be done in private to the person in concern.
Also - if you can't reach the person in private - perhaps it's time to realise that this is the Internet and that it's not really as important as it may seem. Because you can just turn the computer off and =poof=, they're gone from your life. You don't even need to be drastic, just go to another web-page and there you have it.
