If anyone can answer me the following> how is that possible that big name US and UK retailers (amazon , play.com etc) are selling a pirated DVD (not even bootleg - this is a pirated version of an official copyright protected release) for years, and QP cant do anything about that?

Interesting. I have the same question. I think there are two options:
1 They don't know about the counterfeit release
2 They know about it, but don't want to spend their time and money on the case.

I don't see all those problems...Masterplan put VHS on DVD..like Live in Japan 85(I send you 2 photos of Japan 85)..Why do you call it a pirate release?...for me it's like a bootleg because there isn't any "Live in Rio" DVD around..I guess..anyway I (me like any other one) don't have to wait an official release because I have it yet...
Maybe the quality is the same of VHS...maybe the sound is not 5.1..but I guess that it's a boot..
I'll buy anyway the official QP release..

A pirate release - a re-release of an officialy release product, this time without the artist's permission.
A bootleg release - a release of a product, which was never released officially and mostly never even intended to be released, usually audience recordings of live concerts. Also without the artist's permission.
This is a DVD transfer from the officially released VHS tape, which means it is a "pirate".
