It's a print, so the autographs aren't actual signatures, they are just printed on. If it were 'real' it would be on for more than $15!
It is legit, in a way, as in it's not illegal but it isn't technically 'autographed'.
There can be a lot of crap on Ebay - funniest one I saw was a copy of the Freddie Mercury Album, signed by Freddie himself! (For anyone who doesn't know, the FMA was released after Freddie passed away!)
