My opinion?
They should shut this down. Freddie never wanted a public grave for people to shower with 'things.'
This seems to go against his wishes, even if it isn't a 'substantial' or incarnation of an actual grave.

SO OK, we seem to agree that Freddie would have found this silly.
But, some people need an image to relate to - to help them.
Christians have a cross (not the first thing Jesus would ever want to see if he returns), so why not let it be and let people wish Freddie (wherever he is) their grief.
