Perhaps it was the elegant design combined with bleeding-edge functionality that consumed more than the site's share of available bandwidth.

Technically it hasn't "crashed", it just didn't come back up after they moved it from one location to another. I don't know the specific issues, but they had database problems and they are trying to acquire backups from EMI as far as I know who aren't exactly the fastest moving company in the world as we all know.

The backend of a phpbb forum is usually a relatively straight forward MySQL database although phpbb can be installed on several different types of database usually MySQL is the most common and popular choice for it, the OS is irrelevant as MySQL servers can be efficiently run on Windows or Linux although generally run better on Linux. The front end of the forums is php (as the name suggests) with a bit of Javascript for good measure. The QOL forums have been modified a fair bit by myself but I have backups of all of that side of things, regretfully the only thing I don't personally have a backup of is the main database. I only have a test database I use for development work on the site before putting stuff live.
