Hard to say which city its from but certainly isnt from the Works tour.I'd say the Hot Space tour.

This picture of Freddie is 100% from The Works Tour, If you look, he is wearing what a lot of fans refer to as his spiderman pants, he actually wore those when I saw Queen at the NEC in 1984 and I believe he only ever wore those on The Works Tour.
