I was wondering, as I am unclear about this, if this single was ever released without the panties painted on?
Or if there is any memorbilia and photos etc, surrounding the famous race (including the poster that was available.

I can't seem to find any hints of this sort of thing anywhere. Any suggestions, help, would be great!
Thanks.

All officially released singles had those. PLUS some parts of the world had a pair of breastholders painted on as well.

But, YES at least a promo-poster with the full revelation does excist.
As far as I know the only items that see the entire nakedness of the lady, are some promotional items.

That's indeed correct.

A promo poster with the lady without the panties (and advert for music papers) was issued.

Funny detail:

The advert was B&W and contained a line saying:
"new single released in full colour picture sleeve"

I have in my collection a set of 17 promotional 10x8 stills from the infamous Wimbledon race. Leading this set, there's the classic photo of the lady on bike shot from the back.. and yes, she misses panties!!
EMI was intented to print a sort of book from that session. If you find a complete USA press kit you should find two promo stills with pictures from that race. One of the group of naked racers and the other with picture of the winner and runner up of the race (both in topless).
