Could someone tell me the setting for changing the speed of the audio of the budapest concert 1986 to the correct speed using Cool Edit or Audacity?

Well, if it's too fast because it's at 25fps instead of 24, then you want to speed it up by 24/25 = 0.96 (this will slow it down by 4%)

Cool Edit Pro 2.0 -
Effects -> Time/Pitch -> Stretch ...
Choose the "Constant Stretch" tab.
Ratio should be "104".
"Precision" should be "High precision".
Do you have PAL video ?
If yes, will you correct its speed ?
If you won't touch the video, "Stretching Mode" should be "Pitch Shift (preserves tempo)".
Click OK and have fun !
