Are Roger and Phil good friends,

they most at least get along, specially since phill played drums for queen on the Queen's jubilee

Roger said in a recent Q+PR interview that he was a good friend and that he got too much stick. Its on Youtube somewhere, a south american press conference.

They can't stand each other.  Drunken fights after gigs, etc.

why shouldn't they be, back in the late 60's Roger was linked to the drummers role for Genesis, that Phil got, just think how things could be different

Roger was actually offered the role in 1976 during the Seconds Out tour, which Bill Bruford ended up doing.

At Roger's audition, he showed up wearing a Foxtrot mask and kept making Peter Gabriel references everytime Phil would sing Cuckoo Cocoon ending in a massive brawl.  The two have never spoken since.

I heard that it had something to do with the fact that they used to be neighbours. Phil Collins borrowed Roger Taylor's hedge trimmer and Phil never gave it back. After a few weeks Roger asked if he could have his hedge trimmer back and when he got home, he ralised that it was broken. Phil Collins claimed that it was broken when Roger lent it to him and from that day on, things started to get nasty.
Roger kicked Phil's wheelie bin over.
Phil allowed his dogs to shit on Roger's lawn.
Roger smashed a pane of glass in Phil's green-house.
Phil slashed the tyres on Roger's car.
Roger killed the fish in Phil's fish pond.
Phil ran over and killed one of Roger's kids.
Roger burned Phil's house down with his wife and children still inside.
It was at this point that Phil Collins agreed to have the hedge trimmer repaired and they are all friends again.
