Starting by saying "esta es para todos los chaqueteros"(this is for all the rockers) he strung some chords yesterday, in front of 15 000 people aprox. The good thing, is that this Festival is televised through all the continent and parts of Europe.

"Chaquetero" is supposed to be someone who doesn't want others to succeed.
That word has VERY different (and dirty) meaning in Mexican spanish. It refers to a guy who likes to "pleasure himself" a lot or when used to refer to an object it could be interpreted as lousy or of poor quality.
I can't think of any "good" or "cool" meaning for that word, within my regional use of the language, although I wouldn't be surprised if that word had a very different meaning elsewhere. Even within the same country or region, the same words are used to refer to very different things. I'm assuming this happens with every other language.
In this case, I think it's a bit funny, hehe :).
