This pic was posted here three years ago as well. It was made in a Spanish pub if I'm right.
It's actually in Lanzarote. There's a band called Question who play in I think the American Indian Bar and that's where it was taken. I think the Steve Lukather lookalike on John's right is in the band but he's pretty new. They do covers and are good. If you're on the island go see them in Puerto del Carmen.
