He was referring to the entrance at the front of the venue which they had decorated as if it was a real carnival. They had things like jugglers and conjurers there (someone correct me if I am wrong as I cant find the source I got this info from).

Absolutely right - jugglers, clowns, acrobats etc. All in celebration of the Queen's Silver Jubilee and what a party it was. A great experience!
