Perhaps plans were there in 1979 to release a live video to accompany the LK's album: Brussels '79 footage is great... There's an awful lot of live footage from that tour from all over the place, including London (Kampuchea), Madrid, Munich, (Japan) Tokyo -any more I've missed.I do like the Caracas footage too from 1981.
Come on, awful lot of live footage ???
11 professionally filmed concert (or part of them) from 64 (or so) concerts done in 1979 is definitely NOT awful lot of footage.
I personally think that they wanted to release also a Live Killers - type video together with the album, if you look at the stuff from January, it's a typical documentary-style footage (interviews, rehearsals, soundchecks, parts of the songs instead of complete songs) ...

Slightly off topic, but I've just enjoyed the youtube One Vision clip, but can't believe how much the camera concentrates soley on Freddie - considering its the official Queen camera crew footage to the big screen, you'd think they'd spread it around a bit - poor old Roger only gets shown once! Does anyone know if it was like this all through the gig?!?
Well it's a damn site more than they had shot on the previous tour. Or any other tour I think, so yes plans were obviously afoot to release a video along with the album. I wish they'd shot the tour in 1978...
