which of the band members not including freddie mercury is the best solo artist

Roger...Fun In Space, Strange Fronteir and Happiness are albums i play quite frequently. Brian's solo work I find myself listening to not nearly as frequently.
It's strange, because I feel Brian is the superior songwriter(by quite a lot)...but I much prefer his songs within the Queen framework.

I also listen to "Shove It" from the Cross quite a lot...never have cared for "Electric Fire" that much, though. Also, I LOATHE "The Unblinking Eye"...self-important, political sermonizing at it's most unappealing. YUK.

What do you mean by best? Its either which has been most successful which is Brian or which do we prefer to listen to most? 'Best' doesnt really mean anything.

Its Roger for me , he has some great tracks on FIS and SF and some good stuff also with The Cross.My fav track is Airheads or My Country.Brian has done some decent stuff but some real dross like Cyborg from AW.

I really like Freddie's solo stuff and prefer his but i also like little bits of Roger and Brians stuff

Why not including Freddie? I don't consider his solo work any better, than Brian's and especially Roger's. More of that, I don't think Mr. Bad Guy a good album (arrangements wise), though Barcelona and some remixes of his songs are quite good.
As for the question, my choice's Roger solo albums (not including The Cross).
