Transferring to a blank blu-ray will NEVER improve the quality, at best it will retain the quality of the original source, although remember you are going from an analog source to a digital one so that will make a difference too.
I have been pondering for years of transferring all my VHS Queen material to DVD (as I have a DVD recorder) but never got round to it.
I used to buy all the hits video's and concerts on DVD, it's a shame they don't release these on blu-ray.
