What Top Team Will Not Make it to the 2012 EURO?

We all know England didn't make it to the 2008 EURO. What team do you think will bot make it to this year's EURO?

I believe that all top teams are qualified. When you look at the FiFa Ranking list to determine the term "top team" - only Switzerland and Bosnia-Herzegowina are in the top 20 and not qualified. We would not think of the two teams as "top", though, both teams have not won anything ever as far as I remember. I would have expected that Switzerland qualified but they did not, really a pity.
