Why look elsewhere? Bring back Paul Rodgers! (if Brian's ego allows it)
Tom Chaplin would have been a top quality choice as well. Singing It's a Hard Life live and hitting all the notes on the record is not easy at all and considering this is a one off it could work.
I saw Keane play Under Pressure live in Monterrey a few years ago... great performance!
Also, anything that involves Queen and Muse has to be good, so I'd add Matt Bellamy to the list (singing AND playing). United States of Eurasia, anyone????

For me, no one.

That EMA performance was just painful to listen to. It was out of tune, he completely missed some notes, and his vibrato sounded like a tortured goat. He has the range, but not the maturity or the finesse. Some of the best parts of Freddie's vocals are the slight inflections and nuances that let you know just how good he is. Freddie's vibrato was damn near perfect, compare it to Lambert's and there is no contest.

Lambert is the perfect example that just because you can hit the notes, doesn't mean you can sing the songs.

Oh yeah.  He comes from musical theatre, where everything is overbaked, and it shows.  Despite the natural gift and the training he has virtually none of the things that can't be taught.  You can fool some of the people all of the time with costume and persona and antics and tactics, but for the rest he just doesn't have the effortless charisma, subtlety or ability to connect of even the good frontmen and solo artists,  let alone the greats.

Roger, Brian and Gail Ann Dorsey (and Spike on keyboards). I think this is really the best solution from all points of view. I don't understand why only male vocalists would fit; Gail Ann Dorsey has an incredible voice and she is a phenomenal bass player. Take a look at the Bowie-Dorsey version of 'Under Pressure':
