If by "work" you mean "cropping 4:3 to 16:9 and adding a pretty menu" then yes ... he puts in some work.
Nearly everything in his collection is available here in better form.

It's possible, it just doesn't add anything. There are plenty of dvd's that claim to have 5.1 surround when it's just a filtered stereo mix. You get that a lot with films from the '50s issued on dodgy labels. Essentially, it's a fake, but it's 5.1 according to the 'letter of the law'.
