YES.... we are trying hard to irradicate this very irritating pest.
Some people think that Queen do not care about such persons stealing, borrowing, pilfering, using, abusing, infringing - call it what you will - property they own, and which the Fullers of this world have no rights to use (whatever silly excuses they spew out in mitigation)... but they are wrong. Queen does care. A great deal.

Having been involved in the odd copyright tussle on Youtube, honestly you guys aren't going to ever get rid of him going the way you're going. Takedowns can be pretty easily appealed, and unless you engage with Youtube then they're usually pretty happy to just give the schmo his account back.
Take his ass to court (even the tiniest of writs would do), I'd be glad to stand as a character witness.

Bear in mind that Fair Use isn't really a set list of parameters. It has to be argued and decided upon. I don't know what it was that you had taken down, but there's every chance that it didn't actually qualify as 'Fair' in someone else's judgement.
