Since the data was supplied by the Official Charts Company and the list is mostly British artists, some of whom are hardly known in the US, I would say the data must be based on British sales. Weller for instance has never even had an album chart in the US top 100, let alone make a best seller list
Oh! The "Official Charts Company" was not capitalized in the article so I didn't realize it was a proper name (plus I'm from the US and I've personally never heard of the company). Thanks for clearing that up!
