So,i'm from Bulgaria and the pic is from my cell phone(not so good :)).Its placed almost everywhere in my town Sofia.Hope someone know what is this,'cos i dont :

Looks like an advert designed to arouse curiosity.

Sadly the wings look like those used in perfume adverts.
