I reduced a great amount of small dust spots and scratches and run some general 'anti-compression' scripts (like I usually do for compressed videos).
I didn't get rid of the occasional big scratches (like fat lines over the screen) because it would take too much time to manually correct them all, it would be frame by frame painting work. I haven't got as much time unfortunately.

Would you consider 'cleaning up' the damaged frames by using the corresponding pixels from adjacent frames? Or would that stray too much into revisionism for you?

As I said, it would take too much time. If Sikke decided to share the original file, I think I would do that though.
