Even audio was pricey. Blank cassette tape was pretty expensive, never mind film.
And the reason why most 8mm film is silent is because only the uber-expensive cameras could record audio. 4 of the 8mm of the film are for audio, and the other 4 are for video. Most films just have half an empty space and you can even see it.
Luckily in this case there was another audio source, so they were synched together (and speed corrected quite painstakingly; it's all analog, so the tapes ran at different speeds - imagine how long it must have taken to identify the footage and make it all come together).
