I don't think there has to be that many albums better than Queen, but Aja by Steely Dan is definately up there.

Well, I can't help but feel that I'm lying if I say that an artist has released something equal to, let alone top, Queen II or A Day At The Races. However, the 5 that *might* just close to them are:
1 - The Beatles: Sgt. Pepper's Lonely Hearts Club Band
2 - Fleetwood Mac: Rumours
3 - Pink Floyd: Dark Side Of The Moon
4 - Billy Joel: The Stranger (shut up laughing, you bastards....it's a great album).
5 - The Beatles: Magical Mystery Tour
Honourable mentions to Bat Out Of Hell, The Velvet Underground & Nico, Wish You Were Here, Led Zeppelin II, Tapestry and even Barcelona :)

I agree that there aren't many better albums than Queen's best - which is why I'm such a big Queen fan I suppose. Also I'm not sure how OP defines "better" - more enjoyable, better from a musical/technical viewpoint or something else.
But if there are indeed "better albums", I'd say they can likely be found amongst some of the above mentioned alternatives. Would add Manfred Mann's Earth Band's proggy Nightingales & Bombers to the list though - that album easily tops anything The Beatles, Floyd or Zeppelin ever did IMO.
