What is up with Eastern European Football Fans (and some English fans)??!!

And over here in the Americas, FIFA is very concern about Mexican fans yelling "PUTO" that it will probably sanction Mexico by having them play a couple of World Cup qualifiers with no fans in attendance, yet, shit is hitting the fan in the EURO.

Can some of you from across the pond give me more light as to what has been happening and what the word is out there?
