Im editing something in cool edit pro 2.1 and I see the wave form is too high up from the center line and I'd like to know if there's any way I can fix it. Any help is appreciated!

You need to remove DC offset
Try normalizing the channels separately at -1.0 dB and removing DC offset in audacity first.

Thanks Kurgan, that helped a lot! This is actually something I've been wanting to learn how to do for a good long while now!
I wouldn't worry about clipping, if any it'll be very slight. To adjust the DC bias look under effects -> amplitude -> amplify. It's in the left bottom corner. Just set constant amplification to 0 db and check the adjust dc bias box (making sure it's at 0).
If you want to be sure about the clipping, click effects -> noise reduction -> clip restoration and run "gather statistics now". I don't think the number will be very high, so at worst you'll need "restore lightly clipped", but probably none at all.

-1.0 dB is my preferred pre edit setting and I would also try to deal with any sort of clipping that might be found, no matter how slight.
There are also limitations to DC offset removal software, so make sure you read all of what's in that audacity link posted earlier.

If you look at the pics provided, you'll see that it's a slight offset. But you are right, correcting for such offset *after* recording will amplify the 'buzz' to some degree. But I think it will be fairly minor here.
