I think Frederick said they started off just playing their old songs, so it wouldn't be surprising if they ran through Queen and Bowie classics... but there's no way of telling, until we ask the right people, if those jams were recorded.

Bowie relaxed his drug use while in Berlin but he dabbled after. Notably Scary Monsters which is just before the time we're talking about. Depends on the company, and I can imagine Freddie and Roger were happy to get stuck in.
Interestingly, in late 1979 Bowie did sessions that involved rerecording Space Oddity, Boys Keep Swinging and Panic In Detroit (rather curious for Bowie to look back) so it's fair to say he'd have be happy to get recordings of Queen jamming out some of his old stuff (after all, Ronson was a big influence on May), and the other way around (same). Especially as Queen were massive in America at that point, and Bowie was massive in UK - a flip for each other at that point. It's widely known they jammed, so I can imagine the tape was rolling (see bootlegs for jam sessions featuring Mott / Lou Reed / reputedly Bowie jamming old RNR numbers.

Weirdly, I think GHIII would've benefited being released more recently to include work with PR and AL. At least they are part of the legacy rather than certain other 'guests' we got on there.

And that may well be true.
It's not them that make those decisions - their record label does.
Major artists constantly have to deal with pressures from the business, as the labels want to make money.
