I wouldn't take Brian's words so literally, in a radio interview back in 1997 when Queen Rocks was released, he said he wrote NOBY as a tribute to Princess Diana but it was also a good fit to Freddie / Queen so he ended up working in it with John & Rog.

Princess Diana was killed on 31st August 97. The story goes that Brian gave a demo tape to Roger but Rog forgot about it for a long time. But by the October the song had to be recorded because Queen Rocks was released on 3rd November 97.
Also I found this quote by Brian from 97 "I wrote the song about Freddie. It also kind of is about a lot of other people as well... Most of it was written when we unveiled the statue to him, which stands at the end of Lake Geneva, in Switzerland. But little bits of inspiration came at other times too"
Now the lyrics - "A hand above the water/An angel reaching for the sky/Is it raining in heaven/Do you want us to cry". It fits perfectly with the statue.
Putting this all together I'm 96% sure it was written in 96 :)
