Next to Brian in the blue sweater and beige jacket is Jim Beach.
Dexter Fletcher (director) is in the black outfit.
Though the lower of the two pictures is obviously not a still from the movie since people have their mobile phones out.

It is the effing same person, it's standing next to Bowie and you can see his reflection on the trailer on the picture I posted above.

Also, it'd be quite impossible for Mick Jagger to have been at Wembley since he was at Live Aid Philadelphia, USA the same night!
