This is just an EQ job. A pretty good one, but it brings out the digital noise in the top end. One can only polish an mp3 so much.

Yep, that's the top end - usually the same frequencies where tape hiss will reside.

Ha! The SA Govt would've loved it if this was released. The reason it wasn't -- well, you don't want to appear on security cameras if you've just committed a 'crime'.
