Almost certainly not. The green lines near the top that show up now and again indicate that it's probably a couple VHS gens from the master. I got my DVD copy nearly two decades ago.
Here's my recollection. I started an audio sync of this one over ten years ago, but I didn't have good enough software to do a high quality encoding. Pittrek finished the job, but for some inane reason neither of us ever put it out ! And so all these years later, here we are.

Honestly? I was always not satisfied with how "my" version turned out to be, there were a bunch of places where I remember getting them wrong, but I never managed to correct them and I felt weird about releasing something what even I myself find to be imperfect. Huge compliments to Chinwonder, he was able to fix all of the bits I had problems with :)
