I'm pretty sure most of them would be unofficial bootlegs. Appears to be Russian, Israeli etc discs.
Also check Discogs and some site called google.
Beyond that I'm not sure

The only official flexi of Queen I can think of is the 1984 Excerpts from the Works.
Don't know how it was distributed...

That rings a bell. Possibly with a music weekly IE Melody Maker, NME etc? They used to do this kind of thing for bands like Bowie ('74) through to Suede and Manics ('94)
I recall there are Fan Club messages on this format too.

Here's a rip of 'The Works' Flexi Disc, as well as scans of the sleeve and disc itself. :)
The eBay listing is actually for a special kind of flexi disc. Although it is listed as Russian, it is in fact Polish. These were quite popular in Poland in the 1960s and 1970s. Their name literally meant "sound post cards".
