These days I think once it is made public then it has already been accepted. They put out the feelers first to see whether it will be accepted or not to avoid embarrassment.
Bowie was offered a CBE and a knighthood and it was made clear he was not interested.

Rog's anti-establishment credentials have only ever been skin deep. He's like a rebellious teenager who became a rock star, got rich, and then never had to be a grown up. He's still basically a rebellious teenager with all the hypocrisy, contradiction, and embarrassment that comes with that.

I guess you are right for the most part. And I love it, as, IMHO, that is a huge part of his kind of "rock 'n roll naivety", or simplicity, which renders great basic but solid rocker tunes. Lately, in the other hand, I would say he also delivered some sparse great deeper stuff, out of which Journey's End stands out.

Yep, and he's far from the only one. Even Stephen Hawking rejected his, citing a lack of funding for science. Good on him.
