they're not quotes - they're inverted commas. FYI there are three uses of Inverted Commas [correct term]:

1. when quoting someone
2. when used to reference a title of something
3. when showing something isn't necessarily as written.

so in that instance I'm calling YOU "pompous and self-righteous" - when in reality i'd prefer to say something less restrained.
