Does anyone think that this is an underestimated album. Most of the songs are great!

no personally I think it's not understated at all.
My opinion - good tracks on the album are : The Miracle, I Want It All, Breakthru, Scandal
Awful tracks: Party, My Baby Does Me, Rain Must Fall, The Invisible Man (both the original and 12" version)
Which just leaves 4 which are "so-so" (Was It All Worth It, Khashoggi's Ship, Chinese Torture, Hang On In There)

I don`t think the album itself is underestimated, but there some songs that are very underestimated on the album. A very good example is Scandal.
