Have read on various sites about this being filmed by the guy who done Budapest. What evidence is there of this, has anyone on the planet ever seen it ?

Yes it was recorded on VHS by Janos Zsombolyai as a rehearsal for the Budapest. Haven't seen it personally though.

I have never seen any video footage of that show circulating, not even excerpts.

Unfortunately, the Cologne video did not survive. It was overtaped because it was only a test. I know that from a fan who spoke to the director in person.

I've heard that too - Zelluloid was rare for Zsombolyai and he had to record over it. I was desperately looking for the footage as well, as it is my hometown and it is rumoured to have been a great gig, with Brian celebrating his 39th birthday... what a pity the footage is lost.
