They should go to the big reissue labels here in the USA that do reissues of out of print material on different labels..
..get the legal rights from artist and from the original record label (even if it's out of business!), license the material, remaster it, put it on CD/DVD, and then distribute it Internationally,...
..Rhino Records/Warner Strategic Marketing..who constantly do everything from obscure stuff like The Electromagnets to ...The Cure's entire back library with Special Editions right now...to Live Aid..to tons of other stuff.
...Universal Special Products also reissues loads of out of print material by solo artists and such, as does....
...Sony Legacy...
All 3 specialize in just doing this and all 3 do a great job too!
