Yes they did. I think it was not possible for them to play live because of organisatory reasons. It would not have been possible to set up live equipment (soundcheck etc.)
I agree that it's not like them and I would have liked it better live.Still I'm glad they included it on Greatest Video Hits II, so we can at least see it.

They perform 2 times in that festival. In that festival don't provide elements for a live performance never. Queen always hate that. That's the reason Freddie play with the microphone.

the cross didn't mime at the montreux festival in 1988
I think it's quite funny actually. It makes a change seeing Freddie "singing" with the microphone behind his back! And in '84, he uses it as a hoover for IWTBF...
I believe that (at the time, at least) you had to mime at Montreux. I think I read something that said that Freddie purposley mied out of time or didn't put the micropohone to his mouth to piss off the people who ran the show because he was unhappy about miming.
