So... Could somebody explain to me in simplistic terms why this isn't an official release?

Sure, the copyright isn't owned by Queen productions, but isn't it nevertheless somebody's property?

I'd bet that the producers of this CD do not own the rights to the material. Interview material, as the numerous Baktabak CDs show, is own just up in the air and anyone can put it out. It could also be in the public domain, which means anyone has the legal right to do with it as they please.

A quick glance of what this record label (Chrome Records) is selling shows dubious CDs at best. They prey upon fans eager for anything related to their favorite band.

hey if there is no music on the tracks you can re-encode to 32kps because all it is; is talking right? Thats what I do with my comedy shows and interviews

32kbps? No thanks. I'll stick to 128kbps as a minimum. There are snippets of music on here as well.
