Number your top 3 Queen tours and it would be nice to give some explanation...
1. A Day at the races : very variated setlist with lots of great stuff from all the albums like Tie your mother down, Your my best friend, Milionaire waltz, Prophet's song, Keep yourself alive, etc. The biggest and coolest drumkit Roger ever had. Freddie was most of the time in good shape and he wore great extravagant costumes.
2. Hot Space : again a very variated setlist. The Hot Space nummers sound really great on stage. Especially Back Chat, Action this day and Body Language. Roger's electronic drums also sound great.
3. Sheer Heart Attack : lots of less known stuff. I think they played very concentrated and precise during this tour.

1.Live Killers/Jazz Tour. Great set list, really hard rocking, awesome lighting rig. A defining moment for Queen.

1: Queen 2005 - Great vocals, Great vocal harmonies, best guitar playing ever.
2: The Game - Great playing and great vocals, nice setlist

4. Hot Space: It's not my favourite album, but on stage were better than studio.

In no particular order:
Tie: ADATR/NOTW: I find these setlists to be their most effective. The audiences in Vancouver 77 and NY 12-2-77 say it all. The strings of big songs to close shows on these tours are just awesome... US ADATR: BoRhap, STC, KYA, Liar, Lap Of The Gods, NIH. NOTW: STC, BoRhap, KYA, TYMD, WWRY, WATC. Fantastic song selection.
Tie: SHA/ANATO: They were so, so, so tight (especially vocally) in the early days, before they focused largely on the visual side of things. Overall, they played more complicated material during this time period, when compared to the Game and later tours. Their vocal harmonies were spot on, every night. Just listen to recordings like Bradford 74, Manchester 75, and Osaka 76 (afternoon show, especially). Amazing stuff.
And I must mention the Magic tour. Although they were clearly more of a pop band than a rock band by this point, they were just so amazingly tight. Their vocal harmonies were a shadow of what they once were (unless they were tampered with for official releases, like Budapest), but instrumentally, they were spot on. The Works and Magic albums may have been a low point in their career from an album standpoint, but the Magic tour was their musical return to form in the 80s. And of course, the fact that they played to over a million people in two months is a tad impressive, too.
But my personal favourite is the Jazz tour. I grew up listening to the Live Killers album, so that WWRY/LMEY/STL/IYCBT, etc. setlist will always have a special place with me. :)

Oh yes, I'd like to mention Hammersmith '79, too.
No doubt one of their greatest concerts!... it's in my top 3 favorites. :)
