Maybe the "internal use" was referred to use among TV stations only. Although not every TV broadcast is 100% legal and ::maybe:: ORF2 used and broadcasted that tape without any consent from DoRo Prods./Duck Prods. Just guessing, maybe Wilki has better info in that matter.
