Mark Fuhrman did not call anyone that word. He simply made dialogue for characters in his screenplay that utilized this word. Cop movies are certainly no stranger to language like that.

If you remember "Dirty Harry", there's a line of dialogue:

De Georgio: Harry hates everybody. Limeys, micks, hebes, fat dagos, niggers, honkies, chinks, you name it.
Gonzales: How does he feel about Mexicans?
De Georgio: Ask him.
Harry Callahan: Especially spics.

Does this mean the people who made Dirty Harry are racists? After all, Callahan's loyal partner is a Hispanic.

What about "Huckleberry Finn" or "To Kill a Mockingbird?" Are the people who wrote these racists?

Mark Fuhrman DID NEVER write a screenplay nor provided dialogue for it. On the tapes he provided to the actual screenplay writer Laura McKinney, Fuhrman talked about his experience as a cop, and provided McKinney with different anecdotes of his many years of service as member of the LAPD.
In these tapes Fuhrman is heard using racial slurs, as well as admitting using these slurs against minority suspects in order to threatening them. As far as I'm concerned cops are fobidden of using curse words and racial slurs against any kind of suspect. Cops are only limited to raise their voice at suspects and urge them to follow orders.

What about the skit where Dave was in a hearing for a jury duty during various trials. One of them being the OJ Simpson case. I recall he brought up Fuhrman on it.

"Fuhrman? That sounds like a racist name. Fuhrer, German!" "Trust me, as a person that says nigger a lot, I can tell you that THAT nigger says nigger alot"

Read "Murder in Brentwood". McKinney and Fuhrman were CO-WRITING the screenplay. Fuhrman even attended quite a few meetings plugging the movie to different studios, without much luck.

"Murder In Brentwood" was a book about the O.J. Simpson trial that Fuhrman was credited for writing by himself, and McKinny WAS NOT involved in writing the book at all. The only relationship between McKinny and "Murder In Brentwood" was that her name is mentioned when Fuhrman recalls the time when he served as a consultant for McKinny and how she was called to testify about Fuhrman using the "N" word during the interviews taped by McKinny.

It is more than clear that Fuhrman wasn't involved at all on writing the story that McKinny was planning on turning into a screenplay, and Fuhrman provided nothing other than his personal views and comments about police procedures by the LAPD, in which he used the word "nigger" 42 times.

If Fuhrman were giving her serious testimony, why would he allow it to be taped?

Most people (with the exception of Richard Nixon, who was weird) do not press record and go "by the way, I committed all of these crimes, blah de blah." Also, there was an investigation by the LAPD, and none of the events on the tape ever happened.
