Haha. Why do Brian and Roger mention comdoms though, I don't get it. Is it to promote safe sex or are people throwing condoms on stage?

Yes... it is promotion. Brian and Roger do a lot of work to make people aware of the existence and the consequences of HIV. Think of the 46664 projects for example. Say It's Not Truth is written for that project and is about AIDS. So it's not weird they mention condoms.
And during the tour, some fans came with the funny idea to throw condoms during that song.
