Didn't Queen form in 1971? Because there's pics of them celebrating 20 years together in 1990. Is it because Freddie might not have been around to celebrate the next year?

Yes. But Queen formed in 1970, without John though. And because they've received BRITS award in that day (pics you're talking about were taken on the party after BRITS ceremony)

they officially formed in 1971, so im not entirely sure why they celebrated in 1990

'The Miracle' was filmed on November 23rd 1989 (during the filming Freddie wrote letter for Fan Club's magazine by the way)

Freddie looks kindaz like the way he did on the miracle inner sleeve on this one. I guess it was all about the angle he was shot at then.
