Who is reaching out actually by, because in the CD it says (Hill/Black) so is it by another band or something. Im probably being thick but a little enlightenment would be good :)

Mid-90s charity single with Paul, Brian, Charlie Watts, and either Lulu or Petula Clark (I can never keep them straight). The charity was some kind of music-programs-for-developmentally-challenged-kids thing, I think. The single has the picture of some applecheeked moppet on the cover. No idea who the song was actually written for, about, or 'with in mind'.
