Those little light bulbs...

Ok, I could have used the search button, but I haven't posted a topic for ages...

What are those light bulbs there for on the Forum page? Decoration? When they are lit up, does it mean there are people posting there right that minute?

Actually, the light bulbs are only when I've logged onto the site. I seem to brighten up everything, don't I?
