What's wrong with the chat room on some days?

This has probably been asked before,but I would like to know why this happens,I mean I open it and the list of users and options are non-existent.

Is it a bug or something and how long does it last?

Probably some glitch on the server. Happened to me the other day, I was making a post and it posted 4 times, then people started complaining....lol
