The picture is not from 1991, Freddie didn´t have that beard in `91. He did look like that in 1989 and 1990. Concluding from his outfit, it could be during the video shoot for "Headlong" in late 1990. He looks exactly like that in the video and also wears such a tie (and Dolezal and Rossacher were the directors for the video).

I think it's definitly (at least) from the Headlong photo shoot...(note the color of Freddie's tie, compared with the 'Headlong' single cover...(the shot with them sitting and Brian's arms blurred...).

Not 100% sure if it's from the video or not...the Vest appears the same, but not the tie...but that could very easily have been changed.

Im not dening that it's from Headlong but Freddie looks awfully thin. Sicker and thinner than the video.
