whats the best program to use to make DVD artwork?

nero cover designer is good but keeps crashin on me now and i cant fix it, help?

Photoshop CS2 is the best program for editing and making photos, covers, fake pictures, etc...
Its previous versions are very good too: CS or 7.

If these are too expensive, get "GIMP". It's a free Photoshop-like program designed for Linux which works very good on Windows too.
