This shot looks to be from Freddie's 1985 birthday party in Munich, at the club called Mrs Henderson's (look at Freddie's eyes to see how seriously he's been partying!). The "Living on My Own" video footage is partly from this party, too. Who knows what craziness went on!

My first guess was that he is a middle-aged, gay man trying to get his hands on our dearest (and very drunk) Freddie.
